This planning guide was developed by CDC to help state and local emergency responders and public health authorities to evaluate their population monitoring plans, identify and prioritize staffing and training needs, and develop mutual aid agreements. The guide was developed with input from multi-agency working groups including representatives from the medical, radiation response, public health, and emergency responder communities.
